This site claims that Adam Reed's project for FX, "Duchess" was picked up so maybe that Norm's replacement.
I still don't think this indicates the thing is dead. It just means it won't be on in the fall, paired with "It's Always Sunny".
I'd say it's possible this will still exist.

Q I understand you've got a new show in development. What's the latest?
A We're doing a spoof on reality shows. I go to some stupid reality-show thing and all hell breaks loose. It's a million times better than it originally was because Garry Shandling has come on board. Oh, I probably shouldn't have told you that.
FX is really pushing its comedy slot...I just found out archer got pushed to 10 eps aswell, great news.
Oh that and Garry Shandling and Norm working together... just gotta go change my pants.
Anyone have any updates on this show?
I saw Norm do over an hour-and-a-half at the Tempe Improv last Thursday. Really good stuff, but the worst Thursday crowd I've seen. Hecklers yelling out "Artie Lange" and "do Burt Reynolds". Norm re-directed pretty well, but it definitely took away from the experience. Kyle Kinane did a great job as the opener as well.
I'm still hoping he gets this project on the right network and is given a chance to build an audience. It seems like FX is absolutely the place for that.
